Wifi using range extender

DO I connect the Rachio 3 to the home wifi or the range extender listed on available networks

Your range extender should be using your existing Wi-Fi ssid. Devices would then automatically jump from one Wi-Fi transmitter to another without having to reconnect to a different ssid.
