Should system fill the “bucket” with each run? 110%

My system Daily Flex schedule has run for the last 2 days. Neither day did it fill the “bucket” to 110%. Today my flower beds are 95% and the 5 grass zones show 83%. Seems like it used to fill every run. Should it? If so, why isn’t it now?
