No zones work

After swapping wires from my hunter Pro C, I get no errors and blue light but none of the zones work. All zones were working with Hunter. What am I missing? I get 27 ACV between the common and all zone terminals even any zone is working

One question…? Did you setup the zones in the Rachio?

If you are getting voltage between the common and the zone then you got a problem at the valves. And do the thick white zone wires have a common?

Thanks. Turned out it was a bad unit, another replacement unit worked just fine.
