Fixed schedule for drip line

Hi sorry if this has been asked before, but I cannot find it. I have some patio railing planters that are in direct sun, not a lot of soil. So they basically need to be watered a small amount, frequently. So my question is, how can I program:

3 minutes every hour, between 9 am and 7pm
